Conserving strength is less of an issue for Saitou, when his regeneration means his endurance is outstanding - and as such, he moves into the lead as they head downwards, despite the fact that even after joining the faculty and the X-Men he still thinks of Hijikata as someone to follow more than as a peer.

Saitou knows what his strengths are, and he believes Hijikata to be a better leader...but Saitou himself makes an excellent meatshield.
