Given enough time, Jarvis could probably arrange for a jet pack. He could almost coerce Tony into anything given the right wording after all... However, jet packs were probably not allowed at school, given all the other things that had to be regulated in just powers alone.

He doesn't really think of her as a bird per-say, but does note the similarities. Jarvis also keeps that to himself.

Especially when she says what her ability is - breaking things. He doesn't seem like the kind of guy to press for more information when it's not freely given because that would be very rude and he didn't know her that well.
